摘要
环境污染问题具有扩散性和不确定性,建立有效的协同网络是超大城市群环境治理的关键。通过UCINET软件工具对2008~2017年间粤港澳大湾区11个城市环境治理合作数据进行分析,研究结果表明:粤港澳大湾区环境治理合作网络从"中心协调式"逐步演化到"扁平化"网络特征,形成了"中心-次中心-边缘城市"的合作态势,且网络内小圈子合作呈现为两两互惠和三角型模式。鉴于此,应通过加强合作网络的联结性,发挥上级部门的协调功能,构建多元主体参与的网络治理机制,以促进大湾区环境治理合作网络的结构优化。
Due to the proliferation and uncertainty of environmental pollution,the establishment of an effective collaborative network has become an key task for local government environmental governance in megacities.In view of this,this article uses the social network analysis method to select data from 11 cities in Guangdong-Hong Kong-Macao Greater Bay Area(GBA)during 2008~2017 and uses UCINET analysis tools to analyze the structure,internal characteristics and evolution relationship of GBA environmental governance cooperation network.The analysis shows that GBA environmental governance cooperation network has gradually evolved from the original"central coordination"to a"flat"network characteristic,which forming a"center-sub-center-periphery city"cooperation situation,and the small circle cooperation in the network is presented as a pair of reciprocal and triangular models,which shows that strengthening the connectivity of the cooperation network is still a breakthrough direction for the future environmental cooperation governance of GBA.
