摘要
本文梳理了农村集体收益分配的双重逻辑,指出了行政权力嵌入其中的基本路径。研究表明,效率逻辑主导下的农村集体收益分配实践,尤其是乡村干部报酬管理,是行政权力积极介入的主要领域。通过对农村集体经济组织干部报酬管理的经验考察,文章发现效率逻辑的应用在不同层级政府之间出现了分化。处于一线的基层政府通过调整报酬构成项目、稳定报酬增长趋势、软化行政考核效力等方式,偏离了根据贡献确定回报的效率逻辑。在这一过程中,基层政府与村级集体经济组织干部通过持续互动与有效合作,共同分解了集体收益固定板块的分配权。最终,干部报酬异化为基层政府完成多元化治理目标的行政资源和满足乡村精英群体需求的特定利益。作为农村集体收益分配的重要项目,干部报酬应提高与工作绩效的匹配度、与集体成员的关联度,以保障集体经济的平稳运行。
This article examines the dual logic of rural collective revenue distribution and demonstrates the path of administrative embeddedness.The study finds that the administrative power tends to intervene in the practice dominated by the logic of efficiency in rural collective revenue distribution,especially in village cadres'remuneration management.Based on the field investigation of cadres'remuneration in rural collective economic organizations,the study finds that the application of efficiency logic differentiates for governments at different levels.The local government has deviated from the efficiency logic by changing the components of remuneration,stabilizing the growth trend of remuneration and softening the impact of administrative assessment.In this process,the local government and village-level cadres have shared the power of sectional collective revenue distribution through continuous interactionon and effective cooperation.Therefore,the village-level cadres'remuneration from collective revenue has become the administrative resources for diversified governance goals and the vested interest of rural elites.As an important project of collective revenue distribution,the cadres,remuneration should be more relevant to job performance and collective will,so as to ensure a stable operation of the collective economy.
