摘要
目的探讨图书馆联合提供开放教育资源(OER)服务的途径,使图书馆学术服务更上一层楼。方法利用网站调研的方法,了解国内外14所高校图书馆和6所公共图书馆提供OER服务的现状。结果20所图书馆提供OER服务主要有3种形式:自制开放存取(OA)课程、合作OA课程或讲座、教育类资源OA;为OER服务提供政策支持与运营管理的图书馆极少;对OER版权等明确规定的图书馆超过半数;捐助、基金及企业资助是主要资金来源;视频创建、远程协助、存储备份等为主要技术问题;人员配置细分较多;宣传以归纳展示和社交软件为主。结论高校图书馆与公共图书馆联合构建OER服务平台,要统筹整合OER,尊重版权与标准规范,多渠道筹集资金,外包技术平台,并完善组织机构设置,进行多途径宣传。
Objective To explore ways for libraries to jointly provide open educational resource(OER)services;To help academic services in libraries reach a higher level.Methods Website survey was used to understand the current situation of OER services provided by 14 libraries of colleges and universities and 6 public libraries at home and abroad.Results There are mainly three ways of OER services in 20 libraries at home and abroad:self-made open access(OA)courses,cooperative OA courses or lectures,and educational resources OA;few libraries provide policy support and operation management for OER;more than half of the libraries clearly stipulate the copyright of OER;donations,funds and enterprises are the main funding sources;video making,remote assistance,storage and backup are the main technical problems;the personnel allocation is more subdivided;the publicity is mainly based on induction display and social software.Conclusion Libraries of colleges and universities and public libraries should jointly build an OER platform,integrate OER as a whole,respect copyright and standards,raise funds from multiple sources,outsource technology platforms,improve organizational structure and conduct multi-channel publicity.
