摘要
南部非洲国家重视发展走廊建设,旨在通过构建纵横交错的次区域交通运输网,解决内陆国家的出海口、沿海港口与内陆腹地的经济联动及南部非洲经济一体化等问题。目前,通往南部非洲沿海港口的发展走廊已有十余条,大多数还处于建设运输走廊的早期阶段,具有政府和市场"双轮"驱动、基础设施建设是核心以及主要采用"公私合营"或"基础设施特许权"模式进行融资等特征。中非是休戚与共的命运共同体。"一带一路"与该地区发展走廊进行战略对接,将是中非双方发展的历史机遇,可以实现合作共赢和共同发展。同时,对接也将面临政治、经济和安全等方面的风险。
Southern African countries attach importance to the construction of development corridors,aiming to solve the problems of economic linkage between inland countries’ seaports,coastal ports and hinterlands,and the economic integration of Southern Africa through the construction of a crisscross sub-regional transportation network. At present,there are more than 10 development corridors leading to coastal ports in southern Africa,and most of them are still in the early stages of construction of transportation corridors,with the characteristics of government and market two-wheel driving,infrastructure construction as the core and the way of public-private partnerships or build-operate-transfer models for financing. China and Africa are a community of shared destiny. The strategic docking of the Belt and Road and the development corridor of the region will be a historical opportunity for the development of China and Africa,which can achieve win-win cooperation and common development. At the same time,the docking will also face political,economic and security risks.
