摘要
实现社区治理的去内卷化,要求社区回归自治本位,形塑多元主体协同共治的治理格局,激活社区成员的主体性参与。技术赋能为社区治理创新提供了一种解释机制。基于个案观察发现,作为城市基层社区治理创新的新路径,技术赋能驱动下的社区居民自治项目运作,以组织嵌入、资源动员和风险规避的方式,使社区治理网络得以形塑、社区内外资源得以整合、社区治理程序得以规范,从中体现出去内卷化导向下的社区"再组织化"逻辑。这一逻辑强调横向互动的组织化合作、自下而上的组织化决策以及普遍认同的组织化程序。加快社区治理去内卷化,应把握基层社区"再组织化"的逻辑取向,以技术赋能取代技术治理,在实践中不断提升社区居民自治项目的运作效能,丰富社区治理创新形式。
Realizing the de-involution of community governance requires the community to return to its self-government standard,shape the governance pattern of multi-subject coordination and co-governance,and activate the subjective participation of community members.Technological empowerment provides an explanation mechanism for community governance innovation.Based on case observations,as a new path for urban grassroots community governance innovation,the operation of resident autonomy project driven by technological empowerment,through organizational embedding,resource mobilization,and risk aversion,enables community governance networks to be shaped,resources inside and outside the community to be integrated and the community governance procedures to be standardized,which reflects the"reorganization"logic of the community under the introductory orientation.This logic emphasizes horizontally interactive organizational cooperation,bottom-up organizational decision-making,and generally recognized organizational procedures.To explore an effective way to realize the de-involution of community governance,we should grasp the logical orientation of"reorganization"of grassroots communities,replace technological governance with technological empowerment,continuously improve the operational efficiency of community resident autonomy project in practice,and enrich the innovative forms of community governance.
