摘要
针对国内外经济发展环境的变化,我国提出构建以国内大循环为主体,国内国际双循环相互促进的新发展格局。新经济发展需在新发展格局构建的时代背景下进行分析,通过构建新经济发展政策支持体系,满足新发展格局构建背景下新经济发展的政策需求,破除政策约束,助力新发展格局构建。新发展格局构建背景下,新经济发展要求严守两条创新底线、深挖绿色发展潜力、改善收入分配格局、保障经济安全稳定。但在新发展格局构建中,我国新经济发展还面临着市场经济体制建设水平的约束,产业体系不完善的约束,数字化宏观调控体系不完善的约束以及对外开放层次的约束。为此需要构建新经济发展的政策支持体系,对产业政策、贸易政策、人才政策、科技创新政策以及生态保护政策进行相应的优化调整,保障新发展格局构建背景下我国新经济发展健康可持续运行。
In view of the changes of the domestic and international economic development environment,China has proposed to build a new development pattern with domestic cycles as the main body and domestic and international double cycles promoting each other.The development of a new economy needs to be analyzed in the context of the construction of a new development pattern.Through the establishment of a policy support system for new economy development,the policy needs of new economic development in the context of the new development pattern are met,and policy constraints are removed to facilitate the construction of a new development pattern.Against the background of the construction of the new development pattern,the new economic development requires strictly adhering to the two bottom lines of innovation,tapping the potential of green development,improving the pattern of income distribution,and ensuring economic security and stability.However,in the construction of the new development pattern,China's new economy is still faced with the constraints of the construction level of the market economy system,the imperfect industrial system,the imperfect digital macro-control system and the level of opening up to the outside world.Therefore,it is necessary to build a policy support system for the new economic development,optimize and adjust industrial policies,trade policies,talent policies,scientific and technological innovation policies and ecological protection policies,and ensure the healthy and sustainable operation of China's new economic development under the background of the construction of the new development pattern.
