摘要
“双循环”新发展格局下我国粮食产业面临着“四大机遇”:新一代技术革命和数字化带来的粮食产业结构升级机遇,消费能力提升和消费需求多元化带来的粮食产业消费提质机遇,“一带一路”倡议深化和全球价值链重构带来的粮食产业对外开放机遇,内循环重塑外循环发展动力和外循环冲击内循环发展环境带来的粮食产业内外循环互动机遇。同时,我国粮食产业面临着“七大挑战”:粮食可持续生产能力有待提升,粮食收储管理体制尚需完善,粮食运输资源利用率相对较低,粮食加工企业盈利能力不强,现代化粮食销售方式创新有限,粮食应急保障体系亟待健全,国际粮源供应存在不确定性。“双循环”新发展格局下我国粮食产业的应对策略为:坚持和完善新时代国家粮食垂直储备制度,实施粮食产业提质增效工程,构建现代粮食物流网络体系,建立现代粮食产品销售体系,完善现代粮食应急保障体系,健全全球粮食安全治理体系。
Under the Dual Circulation Development Pattern,the development of China’s grain industry is facing four opportunities:the new generation of technological revolution and digitization brings about the upgrading of grain industry structure,the improvement of consumption ability and the diversification of consumption demand improves the quality of grain industry consumption,the Belt and Road Initiative and the global value chain brings about the grain industry to open to the outside world,the internal circulation reshapes the external circulation development power and the external circulation impacts the internal circulation development environment which brings the internal and external circulation interaction of grain industry.At the same time,the problems facing China’s food security are mainly manifested in:sustainable grain production capacity needs to be improved,grain procurement and storage management system needs to be improved,grain transportation resource utilization rate is not high,grain processing enterprises’profitability is not strong,modern grain sales ways need to be innovated,the food emergency security system needs to be improved,and there are uncertainties in international food supply.The countermeasures are:adhere to and improve the national grain vertical reserve system in the new era,implement the grain industry quality improvement project,build a modern grain logistics network system,establish a modern food product sales system,improve the modern food emergency security system,and perfect the global food security governance system.
