摘要
机构改革背景下档案局馆协同机制是指地方综合档案馆协助档案主管部门履行某种职能、完成某项任务中产生的关系。目前档案局馆协同机制主要有借调抽人模式、联席办公模式、职能委托模式、依法履职模式等四种方式,前三种模式虽有局限性,却因历史惯性和现实需求而普遍存在。依法履职模式是机构改革顶层设计的理想与终极模式,但要实现这一模式还有很长的路要走。因此,在过渡时期应当因地制宜选择不同的建设模式,之后逐步向依法履职模式靠拢,期间依法办事仍是必须守住的底线。
Under the background of institutional reform,the cooperative mechanism of archives bureau and pavilion refers to the relationship between the local comprehensive archives assisting the archives department to perform some functions and complete a certain task.At present,the coordination mechanism of archives bureau and pavilion mainly includes four modes:the transfer staff mode,the joint office mode,the function delegation mode,and the lawful performance mode.Although the first three models have limitations,they are widespread due to historical origins and practical needs.The lawful performance mode is the ideal and ultimate mode of the top-level design of institutional reform,but there is a long way to go to realize this mode.Therefore,during the transitional period,different construction modes should be selected according to suitable situation,and then gradually move closer to the lawful performance mode.During this period,handling affairs according to law is still the bottom line that must be maintained.
