摘要
开展资源环境承载力评价,可为协调资源利用与生态环境保护之间的关系,促进经济社会可持续发展提供重要依据。以卢龙县作为研究对象,建立涵盖自然条件、自然资源、生态环境和社会经济4个层次共20个评价指标的县域资源环境承载力评价指标体系,采用层次分析法与GIS技术相结合进行卢龙县资源环境承载力评价与分析。结果表明:卢龙县整体资源环境承载力处于中等水平,承载力水平有较大的提升空间。其中中等级承载力面积占全县面积的87.39%,较低等级承载力面积占比为12.61%。卢龙县各乡镇自然条件承载力以中等级别为主,自然资源承载力呈现北部高、南部低的分布,生态环境承载力高的地区主要出现在东北、东南部低山区,社会经济承载力共有9个乡镇评价等级为较低,仅有石门镇、卢龙镇和刘田各庄镇评价等级为中等及以上。研究结果对于丰富较小尺度资源环境承载力评价研究具有理论意义,可为县级国土空间规划提供有效借鉴。
Evaluating resources and environment carrying capacity could provide an important basis for coordinating the relationship between resources utilization and ecological environment protection,and promoting the sustainable development of economy and society.The evaluation index system of County resources and environmental carrying capacity was established while taking Lulong county as the research object,which covering four levels:natural conditions,natural resources,ecological environment and social economy accompanying 20 evaluation indexes.Analytic Hierarchy Process(AHP)and GIS techniques were used to estimate and analyze the resource and environment carrying capacity of Lulong county.The results showed that:The overall resource and environment carrying capacity of Lulong County was in the middle level,and the carrying capacity level had an ample space for improvement.Among them,the middle grade bearing capacity area accounted for 87.39%,and the lower grade bearing capacity area was 12.61%.The carrying capacity of natural conditions in the towns of Lulong County was mainly of medium level,while it was relatively high in the north and low in the south.The areas with high ecological environment carrying capacity mainly appeared in the northeast and southeast low mountainous and hills.There were 9 townships with low social and economic carrying capacity,only Shimen town,Lulong town and Liutian each village and town were rated as medium or above.The results had theoretical significance for enriching the evaluation of small-scale resources and environmental carrying capacity,and could provide effective reference for the spatial land planning at the county level.
