摘要
《美丽中国建设评估指标体系及实施方案》将“水土保持率”纳入美丽中国建设评估指标体系,并作为约束性指标列入《黄河流域生态保护和高质量发展规划纲要》。水土保持率目标值成为国家和各省规划水土保持治理任务的“指挥棒”。为确保实现水土保持率各阶段目标值,根据陕西省2019年水土保持动态监测成果,结合陕北、关中和陕南各区域水土流失现状、自然气候、地理环境情况,以及相关科研成果,提出从制定《陕西省水土保持目标责任考核办法》、图斑化全省水土流失防治区、开展全省土壤侵蚀模数本底值调查、调整现有水土流失治理任务模式、加强生产建设项目水土保持监管等基础制度建设入手,在陕北实施老旧梯田提质增效和病险淤地坝除险加固,以及以人工牧草种植为主的封禁治理等措施,在关中以固沟保塬、沟头防护、清洁小流域综合治理和海绵城市建设、城市水土保持监管为抓手,在陕南以强化“梯田+田园经济+生态旅游”为模式的山水林田湖草系统治理等措施布局,提出了部分建议,供有关部门参考。
Beautiful China Building Evaluation Index System and Implementation Plan takes soil and water conservation rate into the evaluation index system and as a binding index and it is listed in the Outline of the Ecological Protection and High-Quality Development Plan of the Yellow River Basin. The target value of soil and water conservation rate will become the key point of the national and each province in the future planning of soil and water conservation and control tasks. In order to achieve the target value of soil and water conservation rate in each stage, according to the dynamic monitoring results of soil and water conservation in Shaanxi province in 2019, combined with the current situation of soil erosion, natural climate and geographical environment of northern Shaanxi, the central Shaanxi plain and southern Shaanxi and related research results, the paper proposed to start with the establishment of basic systems of Assessment Method of Soil and Water Conservation Target Responsibility in Shaanxi Province , mapping of soil erosion control areas in the whole province, conducting the survey on background value of soil erosion modulus in the whole province, adjusting the current task mode of soil erosion control and strengthening the supervision of soil and water conservation in production and construction projects in northern Shaanxi. In northern Shaanxi, it put forward to carry out the measures of improving the quality and efficiency of the old terraces, reinforcing the dangerous warping dams and closed control of artificial pasture planting. In the central Shaanxi plain, it put forward to take consolidating gully and protecting tableland, gully head protection, comprehensive control of clean-type small watershed, sponge city construction and the supervision of urban soil and water conservation as the starting points.
