摘要
基于2018年湖北农户实地调查数据,采用PSM和GPSM法分析土地流转对农业生产成本的影响,结果表明:由PSM估计可得,土地转入比土地未流转更能显著降低农业生产成本0.78个单位,水田转入和旱地转入分别能降低农业生产成本1.02和0.64个单位;土地转入能分别降低粮食作物和经济作物生产成本2.69和0.57个单位,且水田对不同类型作物生产成本的降低幅度最大;由GPSM估计可得,土地转入面积、水田转入面积和旱地转入面积对降低农业生产成本存在显著的规模报酬递增效应,即农业生产成本降低的幅度要高于土地流转面积增加的幅度,且水田转入面积的规模报酬递增的效应最大。基于此,政府应完善土地流转市场,加大规模经营扶持力度,构建农业全产业链协作发展机制,健全农业社会化服务体系,切实降低农业生产成本。
Based on the field survey data collected of farmers in Hubei in 2018,this paper used PSM and GPSM to analyze the impact of land transfer on agricultural production costs.The estimation results from PSM show that:(1)Compared with the untransferred land,land transfer can reduce the cost of agricultural produc⁃tion by 0.78 units.Paddy field transfer and dry land transfer can reduce agricultural production costs by 1.02 and 0.64 units respectively.(2)Land transfer can reduce the production costs of food crops and cash crops by 2.69 and 0.57 units respectively,and paddy fields can reduce the production costs of different types of crops the most.(3)It can be estimated from GPSM that the land transferred area,paddy field transferred area,and dry land transferred area have a significant increasing return to scale effect on reducing agricultural production costs,that is,the reduction in agricultural production costs is greater than the increase in land transfer area,and the effect of increasing returns to scale of the transferred area of paddy fields is the largest.Therefore,the government should improve the land transfer market,increase support for large-scale operations,build a coop⁃erative development mechanism for the entire agricultural industry chain,improve the agricultural socialized service system,and effectively reduce agricultural production costs.
