摘要
基于创新理论,运用Stata15.0并采用LSDV估计法对2008—2018年全国31个分省区层面上创新要素的区域经济效能进行分析,从技术创新、人才资源和金融资本角度,对比分析京津冀地区与其他省市之间的差距和优势,得出两个主要结论:一是京津冀创新要素对经济贡献度的下降主要受人才资源的影响;二是创新环境是影响京津冀创新要素发挥经济效能的重要保障。建议激发京津冀地区创新要素活力,增强区域创新能力和经济创新发展的驱动力;优化创新生态环境,注重市场机制和政府调控相结合;构建先进高效创新生态体系,推动各类创新要素资源集聚共享。
Based on the innovation theory,this paper uses stata15.0 and LSDV to analyze the regional economic efficiency of innovation factors from 31 provinces in China between 2008 and 2018.From the perspective of technological innovation,human resources and financial capital,this paper compares and analyzes the gap and advantages between Beijing-Tianjin-Hebei Region and other provinces and cities.There are two main conclusions:first,the decline in the contribution of the Beijing-Tianjin-Hebei innovation factors to the economy is mainly affected by human resources.Second,the innovation environment has strong impact on the economic efficiency of the innovation factors of Beijing-Tianjin-Hebei Region.It is suggested to stimulate the vitality of innovation elements in Beijing-Tianjin-Hebei Region,enhance the regional innovation ability and the driving force of economic innovation development;optimize the innovation ecological environment,stress the combination of market mechanism and government regulation;build an advanced and efficient innovation ecosystem,and promote the agglomeration and sharing of innovation resources.
