摘要
21世纪以来,上海市持续推进产业结构调整,坚持锁定区块、锁定项目、锁定时间、锁定责任主体,聚焦“重点区域、重点行业、重点专项、重点企业”,促进产业机构转型升级。分析了上海市产业结构调整的主要成效,结果表明,上海市在促进产业结构调整和布局优化的同时,节能效果明显、污染减排贡献大、城市安全隐患减少、行业结构得到优化和腾出土地发展空间。分析了4个方面的主要配套政策措施,总结了今后上海市产业结构调整的重点方向。
Since the 21st century,Shanghai has continued to advance industrial restructuring whilst insisting on locking blocks,projects,time,and responsible entities to focus on“key areas,key industries,key special projects,and key enterprises”and then to promote the transformation and upgrading of industrial organisations.Main effects of the industrial restructuring in Shanghai were analysed.Results indicated that the promotion of industrial restructuring and layout optimisation in Shanghai has shown obvious energy-saving effects,a large contribution to the reduction in pollutant emission,lessening potential urban safety risks,optimising industrial structure,and freeing up land development space.The main supporting policies and measures in four aspects were analysed.Finally,the major direction of industrial restructuring in Shanghai in future was concluded.
