摘要
阐述了上海市产业结构调整专项的补助政策、范围、条件、补助资金标准及单个重点调整项目的补助模式选择及市级补助资金标准。根据"上海市产业结构调整专项补助资金标准",以"十二五"期间上海市产业结构调整工作总结、上海市某大型化工企业产业结构调整项目和"十二五"期间的能源消耗和污染物排放数据为样本,核算分析了现阶段单个重点调整项目在申请产业结构调整专项补助过程中,不同补助模式能获得的政策补助资金。指出在目前政策下,以减排模式作为补助方式优于以节能模式作为补助方式。
In Shanghai industrial restructuring special project,subsidiary policies,scopes,conditions,allowance standards,as well as subsidising mode options and municipal level subsidy standards for individual key projects of restructuring were expounded.Based on"the subsidy standards of Shanghai industrial restructuring special project",taking the restructuring working summary in the 12th five-year plan period,and data on energy consumption and pollutant emissions of the industrial restructuring project in a large-scale chemical enterprise at the moment as samples,acquirable policy allowance in various subsidising modes in the course of applying for the subsidy of recent individual key projects of restructuring were calculated and analysed.It has been pointed out that under the present policy,the mode of emission reduction could be superior to that of energy conservation as a way of subsidising.
