摘要
随着我国经济社会发展水平以及人民对美好生活需求的不断提高,通用航空作为民航两翼之一,在短途运输方面的作用越来越受重视,除陆路交通不便的西部地区,如内蒙古、新疆、青海等地外,中东部省份同样在鼓励发展通航短途运输。浙江省作为全国通用航空综合试点省和低空空域管理改革试点省,提出打造空中"空中1小时交通圈"发展战略。本文基于浙江省的经济状况、基础设施以及短途运输运营现状和问题,结合国外成熟的运营模式和经验,从基础设施、运行补贴、产品定位和市场化运行等方面提出发展建议,为国内通航短途运输的发展提供借鉴和参考。
With the improvement of economic social level and people's demand for a better life,general aviation,as one of the two wings of civil aviation,has been paid more and more attention to its role in short distance transportation.In addition to the western regions with inconvenient land transportation,such as Inner Mongolia,Xinjiang and Qinghai,the central and eastern provinces are also encouraging the development of short distance transportation.As a comprehensive leading province of general aviation and province of low altitude airspace management reform,Zhejiang province puts forward the development strategy of"air one hour traffic circle".Based on the economic situation,infrastructure and short distance transportation operation status and problems of Zhejiang Province,combined with the mature operation mode and experience of foreign countries,this paper puts forward development suggestions from the aspects of infrastructure,operation subsidies,product positioning and market-oriented operation.
