摘要
后扶贫治理时代贫困人口进入多维贫困与相对贫困交织并存的贫困新状态。在减贫发展进程中,贫困代际传递作为贫困问题的“内生抵抗力量”,将直接影响中国脱贫攻坚工作和乡村振兴的高质量发展。因此,厘清贫困代际传递的演化动态与内生因素,寻找促进社会代际流动的破解路径,阻断贫困代际传递是推动贫困治理的有效方式。文章基于2010-2017年中国综合社会调查(CGSS)构成的混合截面数据,通过构建Logit和Probit模型研究贫困代际传递发生率的区域动态演变特征,实证分析各维度的贫困代际传递及其多维内生因素作用机制。研究发现:贫困代际传递发生率要高于绝对贫困发生率,缓解相对贫困问题任重道远。因父辈资源禀赋贫乏遗传到子辈,子女容易重刻父辈的贫困境遇,贫困人口长期不能摆脱贫困的深层次原因不只是其家庭内部、个人禀赋和自然环境等因素,还有制度设计、政策执行以及资源分配等多重影响,扶贫减贫问题是一个综合性复杂社会系统。个体特征、家庭特征和父辈禀赋均对贫困代际传递产生不同程度的影响,其中生活态度消极、物质资本缺乏以及教育贫困产生的影响最大。为阻止贫困代际传递,实现有效脱贫和可持续脱贫,可以从提振贫困群体内生动力,因地制宜发展本土产业拓宽增收渠道、完善农村教育反贫困政策体系、践行健康扶贫政策、拓展贫困群体相互合作新路径等方面着手,协同合力阻断贫困的代际传递。
In the post-poverty alleviation era,the poor have entered a new state of poverty where multidi⁃mensional poverty and relative poverty are intertwined.In the process of poverty reduction and develop⁃ment,the intergenerational transmission of poverty as an“endogenous resistance force”for poverty will di⁃rectly affect China’s poverty alleviation work and the high-quality development of rural revitalization.Therefore,clarifying the evolutionary dynamics and endogenous factors of the intergenerational transmis⁃sion of poverty,finding ways to promote social intergenerational mobility,and blocking the vicious circle of intergenerational transmission of poverty are effective ways to promote poverty governance.Based on the mixed cross-sectional data formed by the Chinese General Social Survey(CGSS)from 2010 to 2017,this article attempts to characterize the regional dynamics of the incidence of intergenerational transmission of poverty by constructing Logit and Probit models,and empirically analyzes the intergenerational transmis⁃sion of poverty in various dimensions and its multi-dimensional endogenous factors.The study found that the incidence of intergenerational transmission of poverty is higher than the incidence of absolute poverty,and there is a long way to go to alleviate the problem of relative poverty.Due to the poor endowment of par⁃ents’resources and inherited to their children,it is easy for children to re-emerge the poverty of their par⁃ents.The deep-seated reason why the poor cannot escape poverty for a long time is not only their family,personal endowments and natural environment,but also system design and policy implementation.As well as multiple influences such as resource allocation,the problem of poverty alleviation and poverty reduction is a comprehensive and complex social system.Individual characteristics,family characteristics,and patri⁃archal endowments all have varying degrees of impact on the intergenerational transmission of poverty,of which negative attitudes to life,lac
