摘要
城市内涝灾害频发,已给城市居民生命、财产及基础设施造成巨大损失。为了减少城市内涝灾害造成的损失及其提高应急能力,亟需对其进行应急救援调度研究,以达到防灾减灾的目的。在长春市南关区研究区,以城市内涝灾害应急调度为研究对象,以道路、应急救援物资等数据为基础,采用非线性整数规划方法综合构建城市内涝灾害应急调度模型,实现城市内涝灾害应急调度最优化。研究结论:在考虑了潜在初始受灾点的影响时,同一内涝点可能不是只由到它时间最短的一个物资点为其提供服务,且受调运效率参数的影响,原最短路径不一定是最佳的选择,这是突发事件应急管理资源调度的一个关键特点。研究结果可为城市内涝灾害减少损失及应急管理提供决策依据。
The frequent occurrence of urban waterlogging disasters has caused huge losses to the lives,property and infrastructure of urban residents.In order to reduce the losses caused by urban waterlogging disasters and improve emergency response capabilities,it is urgently needed to conduct emergency rescue scheduling research to achieve the purpose of disaster prevention and reduction.Taking the research area of Nanguan District of Changchun City,taking urban flooding disaster emergency dispatching as the research object,using roads,emergency rescue materials and other data as the basis,using nonlinear integer programming method to comprehensively construct urban flooding disaster emergency dispatching model to realize urban flooding disaster emergency response Optimal scheduling.Research conclusion:When considering the impact of potential initial disaster points,the same flooding point may not only be served by the material point with the shortest time to it,and affected by the efficiency parameters of dispatching,the original shortest path may not be the best This is a key feature of emergency management resource scheduling.The research results can provide decision-making basis for urban waterlogging disaster reduction and emergency management.
