摘要
文章基于土地资源“三位一体”属性视角,探讨土地政策匹配状况与区域协调发展关系,为优化区域土地资源配置,提升土地政策促进区域协调发展精准度,进一步促进区域统筹协调发展提供政策依据。结果显示:2005—2018年,全国土地政策匹配度处于低耦合协调水平,且仍在呈下降趋势,空间上来看,东部地区土地政策匹配度下降明显,中西部地区土地政策匹配度呈倒“U”型变化,其拐点出现在2012年,2012年后土地政策匹配度缓慢下滑;土地政策匹配对区域协调发展具有积极影响,但有待进一步提升匹配度;土地政策匹配度提高1个单位,区域协调发展水平提升0.236个单位,但小于单一土地资源属性和资本属性的回归系数;土地政策匹配可以通过三条作用路径影响区域协调发展;相关结果表明土地政策匹配能够有效提升区域协调发展水平,且存在明显的区域差异特征,同时由于全国整体土地利用政策匹配度不高,对区域协调发展水平的提升作用缺乏强劲动力。
Based on the perspective of the"three-in-one"attribute of land resources,this paper discusses the relationship between land policy matching and regional coordinated development,so as to provide policy basis for optimizing the allocation of regional land resources,improving the accuracy of land policy to promote regional coordinated development,and further promoting regional coordinated development.The results show that from 2005 to 2018,the matching degree of land policy in China is at a low coupling coordination level,and it is still on a downward trend.Spatially,the matching degree of land policy in the eastern region decreases significantly,while the matching degree of land policy in the central and western regions shows an inverted"U"type change,and its inflection point appears in 2012.After 2012,the matching degree of land policy declines slowly;land policy matching has a positive impact on regional coordinated development,but the matching degree needs to be further improved;the matching degree of land policy increases by 1 unit,and the level of regional coordinated development increases by 0.236 units,but it is less than the regression coefficient of single land resource attribute and capital attribute;land policy matching can affect regional coordinated development through three paths;the results show that the land policy matching can effectively improve the level of regional coordinated development,and there are obvious regional differences.At the same time,due to the low matching degree of the national overall land use policy,there is a lack of strong driving force to improve the level of regional coordinated development.
