摘要
绩效困境意指难以对科技奖励的任务完成度、目标实现程度以及实现效率进行有效的评价,是科技奖励制度改革与发展过程中面临的重要问题。绩效困境并非技术层面的困境,其实质是政策范式对效率的追求和科技奖励效应的间接性、宏观性、弥散性之间的矛盾以及科学自身的发展目标与国家社会的发展需求之间的交叠。绩效困境产生于科技奖励从自主科学范式向科技政策范式的转型过程。而在创新治理范式下,科技奖励的角色由政策工具转变为治理场域,其绩效由政策绩效转变为治理绩效。科技奖励在荣誉性、开放性、包容性和互动性的建设中完成“科技奖励的目标设定”和“科学评价标准的协调统一”,从而实现其在科技体制中的定位转换。
Performance dilemma means that it is difficult to evaluate the degree of task completion and the efficiency of goal realization in science and technology reward,which is an important problem in the reform and development of science and technology reward system.The performance dilemma is not a technical dilemma.The essence is the contradiction between the policy paradigm’s pursuit of efficiency and the indirect,macro and diffuse effect of science and technology reward,as well as the overlap between the development goal of science itself and the development demand of the state and society.The performance dilemma arises from the transformation process of independent science paradigm to science and technology policy paradigm.However,under the innovation governance paradigm,the role of science and technology reward changes from policy tool to governance field, and its performance changes from policy performance to governance performance.In the construction of honor,openness,inclusiveness and interactivity,science and technology reward can realize the goal setting of science and technology reward and the coordination and unification of science and technology evaluation standard,so as to realize the orientation transformation in the system of science and technology.
