摘要
目的应用DEA(数据包络分析)法评价医改政策实施前后某三甲医院的科室运行效率,为开展科室绩效评价与优化资源配置提供参考。方法运用CCR、BBC、Malmquist等模型对33个临床科室改革前后运行数据进行横向、纵向分析。结果DEA有效科室从医改前的11个(33.33%)增加到医改后的12个(36.36%),医改后Malmquist指数均值为1.029,23个(69.70%)科室全要素生产率提高。结论医改后临床科室整体效率稳中向好,技术进步是整体效率的拉升要因,技术与管理效率仍有待优化,医院应实施精细化管理与差异化发展战略。
Objective To evaluate operational efficiency of clinical department in a tertiary hospital under the background of medical reform.Methods The CCR model and BCC model of DEA were used for lateral analy⁃sis.Malmquist index was used for longitudinal analysis.Results DEA effective departments increased from 11(33.33%)before the reform to 12(36.36%)after the reform.After the reform,the average Malmquist index was 1.029,and the total factor productivity of 23(69.70%)departments increased.Conclusion After medical reform,TFP of clinical department increases,but technical and management efficiency still needs to improve.It is quite nec⁃essary to implement fine management and differentiated strategies for its development.
