摘要
目的为深化落实医药卫生体制改革中关于公立医院发展方式从注重规模扩张转向提质增效的相关政策要求,提升资源利用效率。方法研究以武汉市XH医院为例,介绍了其入院智慧平台搭建的床位资源动态配置模型,通过对科室业务需求与床位工作效率的综合考量,实现了各科室床位资源的科学评估与合理分配。结果床位资源的动态分配大大缓解了资源错配下病床紧缺与闲置并存的现象,2021年上半年武汉市XH医院内科科室患者预约入院平均等待时长较2019年同期缩短6.66天,患者平均住院日缩短1.3天,床位使用效率值提升15%,科室的工作效率与床位资源使用效益得到显著提升。结论对医疗资源合理配置的探索实践加强了医院对现代管理理论的应用,促进了管理活动与业务活动的有机统一。
Objective To improve the efficiency of resource utilization in order to deepen the implementation of the relevant policy requirements of the medical and health system reform on the development mode of public hospitals from focusing on scale expansion to improving quality and efficiency.Methods Taking Wuhan XH Hospital as an example,the paper introduces the dynamic allocation model of hospital bed resources built by its intelligent platform for admission,and realizes the scientific evaluation and rational allocation of hospital bed resources in various departments by taking comprehensive consideration of department business needs and bed work efficiency.Results Dynamic allocation of bed resources greatly alleviates the coexistence of shortage and idle beds under resource misallocation.In the first half of 2021,the average waiting time for patients in internal medicine department of Wuhan XH Hospital for appointment for admission was shortened by 6.66 days,the average stay time of patients was shortened by 1.3 days,and the bed utilization efficiency increased by 15%compared with the same period in 2019.The work efficiency of the department and the utilization efficiency of bed resources have been significantly improved.Conclusion The exploration and practice of rational allocation of medical resources has strengthened the application of modern management theory in hospitals and promoted the organic unification of management and clinical services.
