摘要
全球气候变化形势日益严重,联合国提出了努力控制全球温升在2100年不超过工业化前的1.5摄氏度的目标。研究了全球及我国碳排放增长态势及碳中和目标下的减排任务;通过梳理林业碳汇减排作用、林业碳汇项目减排量的计量方法、国际社会对林业碳汇项目的政策,分析了全球林业碳汇市场需求潜力;根据林业碳汇交易发展特点,采用SWOT分析方法,提出了海南发展林业碳汇交易的若干建议,为促进海南自贸港林业碳汇交易提供参考。
As the global climate change is becoming increasingly serious,the United Nations puts forward that the global temperature increase should not be limited to 1.5℃ above the pre-industrial levels by 2100.This paper studies the growth trends of global and Chinese carbon emissions as well as the emission reduction task under the target of carbon neutrality.Before analyzing the market potentials of global forestry-based carbon sinks,it starts with the discussion about the role of emission reduction by means of forestry-based carbon sinks,the measurement method of emission reduction in forestry-based carbon sink projects,and the policies for forestry-based carbon sink projects in the international community.According to the developmental characteristics of forestry-based carbon sink trading,the study carries out a SWOT analysis,putting forward some suggestions for Hainan to develop the forestry-based carbon sink trading.It is expected to provide some reference for the promotion of forestry-based carbon sink trading in Hainan Free Trade Port.
