摘要
中俄关系是当今世界重要的一对大国关系。苏联解体,俄罗斯独立,中苏关系平稳过渡到中俄关系。30年来,中俄两国消除历史前嫌,不断推进双边关系提质升级,中俄战略协作伙伴关系成为大国关系的典范。中俄关系一直平稳向前发展,最主要的经验在于两国在国际层面注意加强战略协调,共同维护国际战略稳定;在双边层面不断加强务实合作,夯实两国关系的基础;不断加强理解与沟通,相互尊重对方的核心利益;能够树立命运共同体意识,合作应对危机与困难。中俄和谐相处的成功经验,对构建新型国际关系和新型大国关系有重要的启示作用:在当今世界大变局下,大国相处应坚持“不结盟、不对抗、不针对第三方”的原则;要顺应世界发展的潮流,从合作共赢理念出发处理国家间关系;要相互尊重,特别是尊重对方的核心利益;要加强民间交流和文化互鉴,以民间友好促进国家间关系改善。
Sino-Russian relationship is an important one between a pair of great powers in the world today.With the disintegration of the Soviet Union and the independence of Russia,Sino-Soviet relations have been smoothly transferred to Sino-Russian relations.During the past 30 years,China and Russia have been eliminating historical grievances and continued to upgrade the quality of bilateral relations,having made the Sino-Russian strategic partnership of coordination a model of relations among major powers.Sino-Russian relations have been developing steadily,thanks to the most important experiences as follows:attaching importance to strengthening strategic coordination and maintaining jointly international strategic stability at the international level,strengthening continuously pragmatic cooperation and consolidating the foundation of bilateral relations at the bilateral level,enhancing constantly understanding and communication and respecting mutually the core interests of each other s,being capable of establishing a sense of community of common future and coping jointly with crises and difficulties.The successful experiences of harmonious coexistence between China and Russia provide important inspiration for the establishing of a new type of international relations and a new type of major power relationship.In today's greatly changing world,major powers should adhere to the principles of“non-alignment,non-confrontation,and non-targeting at third parties”.They should follow the trend of world development and approach national relations in a spirit of win-win cooperation,should respect each other especially respect the core interests of each other,and should strengthen nongovernmental exchanges and cultural mutual learning to promote the improvement of national relations with non-governmental friendship.
