摘要
《中俄睦邻友好合作条约》作为国家关系明确有力的法律支撑和保障,确立了世代友好理念和新型国际关系原则,最大程度维护和保证了主权国家之间应有的相互尊重和平等相待,是国际关系史上的一大创举。本文站在该条约签署20周年的历史节点上回望,观察其强大生命力和示范效应在当前国际形势下的持续显现。尤其在边界问题、维护国家统一、主权和领土完整、开展双边互利合作、促进建立公正合理的国际新秩序等多个方面,该条约起到了积极作用并大大推动了中俄关系的发展,使两国关系成为新型国际关系的典范。在中俄关系已达到历史最好水平、新时代全面战略协作伙伴关系进一步发展的当代情势下,中俄两国超越所谓结盟的定义,持续合法、合理、合情地进行有效务实合作,在打破西方话语垄断、维护国际秩序客观公道、维护世界和平等方面共同发挥积极作用。
The Treaty of Good-Neighborliness and Friendly Cooperation between the People’s Republic of China and the Russian Federation,as unambiguous and powerful legal support and guarantee for bilateral relations,establishes the concept of friendship for generations and principles for a new type of international relations.Meanwhile,it safeguards and guarantees to the greatest extent the due mutual respect and equal treatment between sovereign states,which is a major innovation for the history of international relations.On the occasion of its 20 th anniversary,this article looks back into the treaty,observing its strong vitality and demonstration effect against the backdrop of current international configuration,especially on border issues,safeguarding national unity,sovereignty and territorial integrity,and launching bilateral mutually beneficial cooperation,in addition to promoting the establishment of a fair and reasonable new international order.Obviously,it has greatly promoted the development of Sino-Russian relationship and made it a model for new types of international relations.In the contemporary world where Sino-Russian relationship has reached its best in history,the comprehensive strategic partnership of coordination in the new era has further developed.Having surpassed the definition of so-called alliance,Sino-Russian relationship continues to develop legally,rationally and reasonably,which has a positive role in breaking Western discourse monopoly,maintaining the objective and fair international order,and safeguarding the world peace.
