摘要
[目的/意义]信息能力高低对于智库决策咨询服务的准确性和科学性、学术研究质量与影响力、成果传播的力度与广度具有重要影响。[方法/过程]本文调研了新型智库的信息能力建设现状,以智库业务流和信息流为基础,以信息资源、信息素养、信息技术、人才队伍这4大新型智库信息能力要素为分析对象,提出了智库信息能力框架,总结了当前智库信息能力建设存在的不足之处,并从外部环境层面和智库内部层面提出提升路径。[结果/结论]智库信息能力建设需要通过整合信息资源、掌握前沿技术、提升信息素养、建设智库网络、引进尖端人才等路径,才能为智库发展赋能,增强智库建设的活力与动力,使其逐渐成长为2.0时代的新型信息化智库。
[Purpose/significance]Information capability has an important influence on the accuracy and scientificity of decision-making consultation,the quality and influence of academic research,and the strength and breadth of the dissemination of results of think tanks.[Method/process]This paper investigates the present situation of the new think tanks construction.On the premise of operation and informationization process,this paper analyzes the four elements of information capacity of new think tanks,namely information resources,information literacy,information technologies as well as talent teams,and puts forward the think tank information capacity framework,then summarizes the current deficiency of information capability of the think tanks,and proposes the paths of improvement from the aspects of the external environment level and the think tank internal level.[Result/conclusion]To build the information capacity of think tanks,it is necessary to integrate information resources,master cutting-edge technologies,improve information literacy,build network of think tanks,and introduce outstanding talents,so as to better empower the development of think tanks,enhance the vitality and power of think tank construction,and gradually grow into a new type of information think tank in the 2.0 era.
