摘要
[目的/意义]智库建设是国家治理体系和治理能力现代化的重要内容,智库数字化转型有助于提升智库在公共治理中的政策研究和决策咨询能力,推动智库适应数字时代国家治理新要求。[方法/过程]本文将智库数字化转型纳入公共安全治理的分析框架,根据“风险防范–应急处置–危机管理”的公共安全治理模式,阐释智库数字化转型的内在逻辑,并分析数字时代智库数字化转型的驱动因素和现实困境,进而指出智库数字化转型的实施路径。[结果/结论]本文基于公共安全治理的视角,从高质量政策产出、多元主体共治、快速决策反应和动态决策管理方面切入,分析智库数字化转型的内在逻辑,从技术、资源和政策三个角度分析智库数字化转型的驱动因素。当前,智库数字化转型还面临着管理模式和运行机制尚未健全、资金不足、人才短缺以及法律规制不完善等困境。为推动智库数字化转型的实施,要加快管理模式和运行机制创新,加强智库数字化转型财政支持力度,大力培育和引进数字化转型所需的高端人才,完善数据应用与数据安全法律、法规和政策,充分发挥智库评价的激励作用。
[Purpose/significance]Think tank construction is an important part of the modernization of the national governance system and governance capacity.The digital transformation can help think tanks to improve their policy research and decision-making advisory capacity in public governance,and promote think tanks to adapt to the new requirements of national governance in the digital era.[Method/process]This study brings the digital transformation of think tanks into the analysis framework of public security governance,explains the internal logic of the digital transformation of think tanks according to the public security governance model of“risk prevention emergency response crisis management”,analyzes the driving factors and practical difficulties of the digital transformation of think tanks in the digital era,and points out the implementation path of the digital transformation of think tanks.[Result/conclusion]Based on the perspective of public security governance,this study analyzes the internal logic of the digital transformation of think tanks from the perspective of high-quality policy output,multi-agent co-governance,rapid decision-making response and dynamic decision-making management,and analyzes the driving factors of the digital transformation of think tanks from the perspective of technology,resources and policy.At present,the digital transformation of think tanks still faces difficulties such as imperfect management model and operation mechanism,insufficient funds,shortage of talents,and imperfect laws and regulations.In order to promote the implementation of the digital transformation of think tanks,we should accelerate the innovation of management mode and operation mechanism,strengthen the financial support for the digital transformation of think tanks,vigorously cultivate and introduce high-end talents needed for the digital transformation,improve data application and data security laws,regulations and policies,and give full play to the incentive role of the evaluation of think tanks.
