摘要
基于2016年全国流动人口卫生计生动态监测调查数据,使用Probit和IVProbit模型,实证检验了城镇职工医疗保险对农民工落户意愿的影响效应。研究发现:参加城镇职工医疗保险对农民工落户意愿具有积极影响并存在代际差异;若不解决城镇职工医疗保险和农民工落户意愿之间的内生性问题,将低估城镇职工医疗保险对农民工落户意愿的影响。为有效提升农民工落户意愿,应当加强对企业为员工缴纳医疗保险的监督管理,采取差异化的医疗保险制度安排,继续完善医疗保险异地转移接续机制,以及提升农民工自身健康素养和维权意识。
Based on the 2016 National Floating Population Health and Family Planning Dynamic Monitoring Survey Data,using the Probit Model and the IVProbit Model,the effect of urban employee medical insurance on the willingness of migrant workers to settle down is empirically tested.The study found that:first,participation in urban employee medical insurance has a positive impact on migrant workers’willingness to settle;second,participation in urban employee medical insurance has intergenerational differences in the impact of migrant workers’willingness to settle;third,if urban employee medical insurance is not resolved the endogenous problem with the willingness of migrant workers to live for a long time will underestimate the impact of urban employee medical insurance on the willingness of migrant workers to settle down.In order to effectively enhance the willingness of migrant workers to settle down,it is necessary to strengthen the supervision and management of the company’s payment of medical insurance for employees,adopt differentiated medical insurance system arrangements,continue to improve the relocation and continuation mechanism of medical insurance,and enhance migrant workers’own health literacy and awareness of rights protection.
