摘要
科技创新政策可分为供给面、需求面和环境面政策,从这3个层面总结梳理广东应对新冠肺炎疫情的科技创新政策,包括科技研发投入政策、人才政策、重大创新平台政策、产品推广应用政策和创新文化政策等,提出建立科研攻关快速反应机制、疫情防控科研攻关长效机制、加强重大疾病防控平台建设、及时出台疫情防控科研攻关的配套政策等措施,为我国建立重大疾病防控的应急科研攻关体系提供参考。
Scientific and technological innovation policies can be divided into supply-side, demand-side and environmental-sidepolicies, this paper summarizes and combs Guangdong's scientific and technological innovation policies dealing with the COVID-19epidemic from the above three levels, including science and technology research and development investment policy, talent policy,major innovation platform policy, product promotion and application policy, innovative cultural policy, etc. The paper putssuggestions like establishing a rapid response mechanism for scientific research, a long-term mechanism for scientific research onepidemic prevention and control, strengthening the construction of a platform for the prevention and control of major diseases, andtimely introduce supporting policy measures for scientific research on epidemic prevention and control, in order to give reference forestablishing an emergency scientific research system to deal with major disease prevention and control in China.
