摘要
我国科技创新经历了从1.0封闭式创新到2.0开放式创新再到3.0创新生态系统3个阶段。我国在创新1.0阶段与创新2.0阶段主要集中精力技术追赶,当前所处的创新3.0阶段是我国实现技术赶超的关键阶段。结合创新3.0阶段科技创新的新特征,基于创新3.0阶段我国科技创新面临的机遇和挑战,提出我国应加强创新主体间合作互动、加快用户导向下产业升级、调整研发投入结构和完善创新生态环境。
The interaction between innovation theory and technological progress determines that innovation's theory and paradigm will continuously evolve with the continuous updating and iteration of technology.The innovation ecosystem approach provides new theoretical guidance for the practice of scientific and technological innovation,which also marks the arrival of the innovation 3.0.At present,China has begun to shift from catching up to running and surpassing in technology,so it is essential to construct innovation ecology based on systematic thinking.So we need to fully understand the new characteristics of technological innovation in innovation 3.0,as well as the opportunities and challenges faced under the current situation,and fully coordinate the elements of capital,technology,materials,talents,and information in the collaborative innovation ecosystem,to grasp opportunities and to cope with challenges.Taking the innovation ecosystem theory as a theoretical foundation,this study discusses the opportunities,challenges,and countermeasures of scientific and technological innovation practice in China at the stage of innovation 3.0.Firstly,the theoretical origin and development context of innovation 1.0 to 3.0 as well as the new characteristics of scientific and technological innovation in the stage of innovation 3.0 are summarized.Secondly,the development course of scientific and technological innovation practice in China is divided into three stages,corresponding to innovation 1.0 to innovation 3.0 respectively.By comparing the experience and results of the triphasic science and technology innovation practice,the law of scientific and technological innovation practice in China is analyzed.At last,the opportunities,problems,and challenges of scientific and technological innovation practice in China at the stage of innovation 3.0 are obtained through the longitudinal and horizontal comparative analysis of data collected.The practice of science and technology innovation in China has experienced three stages from 1.0 clos
