摘要
基于经济增长目标视角对地方政府行为与环境效应的关系进行探究,结果表明:经济增长目标与环境污染正相关,降低经济增长在政绩考核中的权重能明显改善增长目标加剧环境污染的困境。地方政府行为是经济增长目标与环境污染的中间变量。其中,生产性支出不区分经济增长目标设定水平始终致污,资本税在高经济增长目标下更加"激进"地激励生产,排污费和环境保护支出在高经济增长目标牵引下成为促进生产的工具。从经济增长目标设置特点看,经济增长目标正偏离"标杆"、邻近地区经济增长目标设置均值越大、上一年度经济增长目标超额完成程度越高,其加剧环境污染的程度越强。应从调整政绩考核体系、引导和约束地方政府行为、优化环境治理工具三方面消解地方政府行为的致污诱因,提升地方政府的环境治理成效。
Based on the perspective of economic growth targets,the reasons for the environmental pollution effects of local government behaviors are reinvestigated. The results show that the economic growth target is positively related to environmental pollution,and reducing the weight of economic growth in the performance assessment can significantly improve the growth targets and aggravate pollution. Local government behavior is an intermediate variable from achieving growth target to pollution.Among them,productive expenditure is always polluting regardless of the level of economic growth targets setting,capital tax is more aggressive to stimulate production under high economic growth targets,and sewage charges and environmental protection expenditure are distorted to promote production under the traction of high economic growth targets tool. From the perspective of the characteristics of the economic growth targets,the economic growth targets set by local governments surpass the economic growth targets set by the central government,and the average value of the economic growth targets exceeding the surrounding areas,and the higher the degree of excess completion of the economic growth targets of the previous year,the greater the degree of economic growth targets to worsen environmental pollution. Therefore,it is necessary to slow down the local government’s pollution tendency and improve its pollution control performance from the aspects of adjusting the performance evaluation system,reasonably guiding and restricting local government behavior,and optimizing environmental governance tools.
