摘要
中国共产党百年来领导的国家政权建设不能仅从发展基础权力的视角去阐释,更需要从提升服务权能的视角加以理解。服务权能既包括服务权的争夺与集中、服务权的配置与优化,还包括服务能力的提升。中国共产党成立后经过不断的实践探索与理论创新,将获取为民服务权作为政权建设的逻辑起点。新中国成立后,在农村,党领导的政权建设将为农民提供公共服务的权力从宗族收归国家,实现了服务权的集中,建立起全能主义政治模式,主要依靠体制性力量为农民提供服务。改革开放以来,国家开始优化配置服务权,培育发展各类服务主体,适时调处政府与各类服务主体的关系,持续提升间接为农民提供不同类型服务的能力,以满足人民日益增长的物质文化需求及美好生活需要。服务权能视角的国家政权建设符合儒家大同的政治理念、历史传统、中国人期待的权力形象及中国发展的客观实际,有助于深化对政权建设本土化实现路径的认识。
In the past 100 years,the construction of state power under the leadership of the Communist Party of China cannot be simply explained from the perspective of developing basic power,but needs to be understood from the perspective of improving service power.Service competence includes not only the competition and monopoly of service right,the configuration and optimization of service right,but also the improvement of service capability.After the founding of the Communist Party,through constant practice and exploration,the party gradually seized and monopolized the right to serve the people as the logical starting point of political power construction.After the founding of the People’s Republic of China,the party-led political construction transferred the power of providing public services to peasants from gentry and clan to the state,realized the centralization and monopoly of the right of service,established the political model of omnipotence and planned economy,and mainly relied on institutional forces to provide services to peasants.Since the reform and opening-up,the state has begun to optimize the allocation of service rights,cultivate and develop all kinds of service subjects,adjust the relationship between the government and all kinds of service subjects in a timely manner,and continuously improve the capability to indirectly provide different types of services to farmers,so as to meet the people’s growing material and cultural needs and the need for a better life.The construction of state power from the perspective of service power conforms to the Confucian political idea,the historical tradition, the power image expected by the Chinese people, and the objective reality of China’s development,which is conducive to deepening the understanding of the realization path of the localization of the construction of state power.
