摘要
水是国家重要的战略资源,尤其对于新加坡这样水资源匮乏的小国的生存与发展至关重要。“利基外交”对于中小国家来说是一种为了谋取国家利益而主动开展外交的外交方式,新加坡在水务上通过一系列的“利基外交”,不仅解决了自身的水安全,而且通过水问题扩大了国际影响力。新加坡通过谈判与国际法等解决了与马来西亚的供水和水价争端,又通过多边外交、参与国际组织和人道主义救援,扩大自身在地区和国际上的影响力,成功实现了水务外交的“利基价值”。新加坡水务外交的成功得益于对自身有准确的判断,以及抓住机遇主动展开外交,寻求并拓展“利基”,为自身获取利益。新加坡与中国在水务上有积极的合作,随着中国的发展和“一带一路”建设的推进,两国这方面的合作将继续深化,实现互利共赢,新加坡也得以借此机遇在中国拓展“利基”,推行其“利基”水务外交。通过与新加坡开展在水务方面的合作,中国的水务外交也获得一些新的思路与启示,能够更好地为中国在相关领域扩展自身的影响力做出贡献,也有助于中国构建良好的国际关系。
Water is a strategically important resource for a country to survive and develop,especially for small countries like Singapore where there is greatly short of water.“Niche diplomacy”is a kind of active diplomacy for small and medium-sized countries to seek national interests.With the launch of a series of“niche diplomacy”in water affairs,Singapore has not only guaranteed the security of its own water,but also expanded its international influence through water issues.“Niche value”of water diplomacy has been realized as Singapore has settled the disputes on water supply and water price with Malaysia by means of negotiations under international law,andexpandedits regional and international influencethrough multilateral diplomacy,participating in international organizations and humanitarian aid.The success of Singapore's water diplomacy has been benefitted from its accurate judgment and initiative to seize the opportunities to pursue and expand“niches”for its own benefit.Singapore and China have positive cooperation in water affairs.With the advancement of China and the implementation of the Belt and Road Initiative,the two countries will continue to deepen cooperationin this regard to realize the mutual benefit and win-win results.Singapore will also be given this opportunity to expand“niche”and to pursue its“niche”water diplomacy in China.Through cooperation with Singapore in water affairs,China has also come up with some new ideas in its water diplomacy,which will help China enhance its influence in the related fieldsand build the positive international relations.
