摘要
运用唯物论、辩证法和矛盾论,正确研判不同历史时期的社会主要矛盾,党和国家才能制定符合国情和时代要求的发展战略和政策措施,政府的职能配置才会更科学合理。社会主要矛盾和政府职能配置在一定历史阶段都呈现出一定的稳定性,但是随着社会生产力的提升等国内外环境的变化,社会主要矛盾和政府职能都会发生从量变到质变的飞跃。以中华人民共和国成立以来时间轴,论证3个不同时期社会主要矛盾和政府职能配置的应对逻辑;阐释两次社会主要矛盾变迁与政府职能转型的逻辑和实证过程;从贯彻以人民为中心的发展理念、深化机构和行政体制改革、建立中国特色的现代财政制度和强化公职人员队伍建设等方面促使政府职能体系现代化构建。
Using materialism, dialectics and contradiction, correctly study and judge the main social contradiction in different historical periods.Our Communist Party of China and government can formulate development strategies and policy measures that meet the requirements of the national conditions and the times. The governmental function allocation will be more scientific and reasonable. The main social contradictions and the government function allocation have shown certain stability in certain historical stages. However, with the improvement of social productivity and other domestic and international environmental changes, main social contradictions and government function allocation will take a leap from quantitative change to qualitative change. Based on the timeline since the founding of the People’s Republic of China, it demonstrates the coping logic of the main social contradiction and the allocation of government functions in three different periods;explains the logic and empirical process of the main contradiction and the transformation of government functions. The implementation of the people-centered development concept、deepening the reform of the institution and administrative systems、the establishment of a modern fiscal system with Chinese characteristics and strengthening of the construction of a public service team, will improve government function allocation.
