摘要
随着贫困人口的城乡分布变化及城乡间转移常态化,反贫困体系亟待从城乡分立转向城乡一体化。"后脱贫时代"反贫困体系城乡一体化的目标任务包括:制定相对统一的城乡贫困标准,开展城乡一体化的贫困监测,设立统一的城乡反贫困管理机构,形成城乡一体化的反贫困政策,统筹利用城乡反贫困资源。实现反贫困体系城乡一体化应具备的前提条件为:住户调查、户籍制度、公共服务和社会保障城乡一体化,资源要素在城乡间自由流动与平等交换,城乡发展差距缩小到一定程度。与此对照,目前已具备了一些基础但尚不成熟。因此,反贫困体系城乡一体化建设宜采取渐进式策略,分阶段有序推进实施各项任务,并从农业转移人口市民化、城乡基本公共服务共享、城乡间要素自由流动与平等交换、城乡社会协同治理等方面加强配套改革。
With the change in urban-rural distribution and the normalized urban-rural transfer of poverty-stricken population, the anti-poverty system needs to shift from urban-rural separation to urban-rural integration. The main objectives and tasks of urban-rural integration of anti-poverty system in "post absolute-poverty alleviation era" include formulating relatively unified urban and rural poverty standards, carrying out urban-rural integrated poverty monitoring, establishing a unified urban-rural anti-poverty management organization, forming urban-rural integrated anti-poverty policies and overall utilization of urban and rural anti-poverty resources. The prerequisites to realize urban-rural integration of anti-poverty system are as follows: urban-rural integration in household survey, household registration system, public services and social security;free flow and equal exchange of urban and rural resource elements, the gap between urban and rural development narrowed to a certain extent. Compare with these prerequisites, some foundations are in place but far from mature. It is proposed to promote the implementation of various tasks in an orderly manner in three stages and strengthen the coordinated reforms from four aspects includling citizenization of agricultural transfer population, sharing urban basic public service, free flow and equal exchange of factors between urban and rural as well as coordinated governance of urban and rural society.
