摘要
地方高校向应用型转型是国家主导的高等教育战略调整,是教育强国战略的重大行动,是中国高等教育的又一次转型。从政策文本分析,高校向应用型转型的教育战略是逐步明晰完善的,经历了四个阶段:萌芽阶段、探索阶段、启动阶段和推进阶段。这一战略从酝酿开始,就与高等职业教育密切相关。职业教育体系的逐步完善,使构建“H”型高等教育结构成为可能。应用型与研究型和技术技能型并列,作为一种独立的高等教育类型,可以充当其它两种类型沟通的“立交桥”,同时有助于促进高校竞争,办出特色。
The transformation of provincial universities to application-oriented is a state-dominant strategic adjustment of higher education,a major action in the strategy of strengthening the country by education,and another transformation of Chinese higher education.From the analysis of the policy documents,the educational strategy for the transformation of universities to application-oriented is gradually emerge and perfection,and has gone through four stages:embryonic,exploration,start-up and advancement.This strategy has been closely related to higher vocational education from the beginning of its incubation.The gradual improvement of vocational education system makes it possible to establish a"H"type higher education structure.The application type is juxtaposed with the research type and the technical skill type.As an independent type of higher education,it can be acted as an"overpass"for the other two types of communication,and at the same time help to promote competition and exposure own characteristics among universities.
