摘要
近些年中国东北地区经济发展受多重不利因素的影响,出现经济明显滑坡、人才流失和发展后劲不足。2017年7月中俄两国提出合作共建“冰上丝绸之路”,为中国东北地区振兴迎来新的发展机遇。东北地区对接“冰上丝绸之路”具有重要的现实意义,一是推进北极航道商业化进程,加强沿线各国之间贸易合作;二是促进国际多元文化相互交流,使东北地区不断吸引高素质人才;三是推进东北地区招商引资,加快产业转型与延长产业链。东北地区“冰上丝绸之路”建设不仅能够形成国家对接的起点站,而且可以搭建“冰上丝绸之路”中外重要的贸易合作平台,打造中国经济平衡与发展助推器。此外,中国东北地区具有大连和图们江区域两个重要枢纽、辽宁经济带具有厚重产业基础和国家加大对东北地区扶持力度等对接“冰上丝绸之路”优势。但是东北地区对接“冰上丝绸之路”建设仍然存在以下一些问题:多国争夺北极地区的控制权,地缘政治博弈引发变数;航线运行成本较高,相关港口物流支撑能力差;缺乏中俄合作的司法联合,没有中外互利互惠发展方案;极地生态系统保护要求高,航道维护与畅通难度大。对此,中国东北地区应该确立对接“冰上丝绸之路”建设策略,分别是共同创建东北亚和平发展环境,打造经济合作与发展基石;消除国际合作的零和思维意识,共建和平发展的“冰上丝绸之路”;建设亚欧国际合作平台,形成中国向北开放重要窗口;打造珲春区域国际航运中心,建设东北亚地区经贸合作枢纽;构建生态环境监测机制,保护北极航道生态环境安全。
Economic development of Northeast China has been affected by multiple factors,which has led to an obvious decline,together with talent drain and insufficient development potential recent years.In that time,China and Russia proposed cooperation to jointly build the"Ice Silk Road"in July 2017,which ushers in new development opportunities for the revitalization of Northeast China.It is of great practical significance for Northeast China to connect with the"ice silk road".Firstly,promoting the commercialization of the Arctic channel and strengthen trade cooperation among countries along the route;Secondly,promoting international multicultural exchanges,so that the northeast region continues to attract high-quality talents;Thirdly,promoting the northeast region to attract investment,accelerate industrial transformation and extend the industrial chain.The construction of the"ice silk road"in Northeast China can not only form a starting point for the country to dock with the"ice silk road",but also build an important platform for trade cooperation between China and foreign countries,and build a booster for China's economic balance and development.In addition,the northeast region has two important hubs of Dalian and Tumen River region,the Liaoning economic belt has advantages of profound heavy industrial foundation,increased government support et al.However,there are still some problems in Northeast China's dock construction with"ice silk road":multinational countries competing for the control of the Arctic region,geopolitical game causing uncertainty;high operating cost of the route,poor logistics capacity of related ports;lack of judicial cooperation between China and Russia,no mutually beneficial development plan between China and foreign countries;higher requirement in polar ecosystem protection,and great difficulty in maintain and smooth the channel.Therefore,the northeast region should establish docking construction strategy with"ice silk road":jointly creating a peaceful environment in Northeast Asia and building
