摘要
北极正以其日益增长的战略、经济价值获得越来越多的国家的关注。合作建设北极"冰上丝绸之路"显然对中国和俄罗斯具备了"双赢"价值,有助于两国战略协作伙伴关系的发展,促进两国在北极地区的全面合作,因此也获得了两国领导人的高度认同。"冰上丝绸之路"倡议不仅有助于北极地区的经济和社会发展,平衡全球运输贸易结构,而且对于缓解资源供需矛盾,实现地区可持续发展也具有积极意义。中国和俄罗斯在相关领域的合作已经取得了较大成就,这种合作也有着一定的国际环境支撑。当然,与任何合作进程一样,中俄两国"冰上丝绸之路"建设中的合作也面临着诸多问题,需要广泛的国际共识和技术合作。总体而言,中俄两国合作推进"冰上丝绸之路"建设拥有足够的发展潜力,在未来也能够吸引更多的相关国家共同参与。
The Arctic is gaining more and more attention from its growing strategic and economic values. The cooperation in the construction of the "Ice Silk Road"in the Arctic obviously has a "win -win"value for China and Russia,contributes to the development of the strategic partnership of cooperation between the two countries,and promotes the comprehensive cooperation between the two countries in the Arctic region.Therefore,it has also won the high recognition of the leaders of the two countries.The Ice Silk Road"initiative not only contributes to the economic and social development of the Arctic region,balances the global transport trade structure,but also alleviates the contradiction between supply and demand of resources and realizes the sustainable development of the region.China and Russia have made great achievements in relevant cooperation,and this cooperation also has certain international environment support.Of course,as with any process of cooperation,the cooperation in the construction of the "Ice Silk Road"between China and Russia is also facing many problems,requiring extensive international consensus and technical cooperation.Generally speaking,the cooperation between China and Russia in promoting the construction of the "Ice Silk Road" has sufficient development potential and will attract more relevant countries to participate in the future.
