摘要
小城镇公共品供需矛盾严重制约其经济社会的可持续发展,解决问题的关键在于准确把握两者间作用关系。通过对台州76个小城镇公共品供给与经济社会发展之间的关联探究,可以发现:小城镇的这两个系统显著相关;伴随城镇经济社会发展水平的提升,系统间关联度总体呈下降趋势,但在中高级水平段出现回升,并呈现出“专业化设施与经济社会发展的关联度逐渐反超基础设施,社会基础设施逐渐反超经济基础设施”的转型过程特征;两系统关联度存在显著类型差异及区域差异;工业专业化设施在小城镇经济增长过程中起主导作用,而农业专业化设施在小城镇持续发展过程中发挥着重要基础性作用。基于此,提出了针对性和差别化的公共品供给策略。
The contradiction between supply and demand of public goods has seriously restricted socioeconomic development of small towns.The key to solve the problem lies in accurately grasping the relationship between the two systems.The thesis has studied 76 small towns in Taizhou City and reached a few conclusions.Firstly,the result shows that there is a significant correlation between the two systems.With the development of small towns,the correlation shows a declining trend on the whole,but it goes up again when entering the fourth development level of towns.At the same time,the correlation between specialized facilities and town development gradually surpasses the correlation between basic facilities and town development,while the correlation of social facilities gradually surpasses that of economic facilities.The correlation between the two systems also varies among different types and location of towns.Besides,the result finds that industrial specialized facilities play a leading role in the economic growth of small towns while agricultural specialized facilities play a fundamental role in the sustainable development of small towns.Based on these results,a series of targeted and differentiated public goods supply strategies are put forward in this thesis.
