摘要
当今世界国际力量对比深刻调整,世界经济政治格局面临重塑,中国对非洲的发展援助也需要进行调整。西方学者和非洲官员对中国对非援助的质疑和批评,是西方国家对中国日益增长的非洲影响力的过度反应,也反映了西方国家和中国在民主人权问题上的对立。未来中国对非援助应更关注非洲制造业发展,关注非洲地区安全问题,向非洲输出中国在农业发展、减贫和生态保护领域的经验,扩大中非文化交流,增进双方文化认同。
In today’s world, the international balance of power is undergoing profound adjustments and the world economic and political order is being reshaped. China’s development assistance to Africa needs to be adjusted to the current circumstances. The questioning and criticism of a few Western scholars and African officials on China’s aid to Africa reflects an overreaction of Western countries to China’s growing influence in Africa, and also reflects the antagonism between Western and China societies on the issues of democracy and human rights. In the future, China’s assistance to the Africa should pay more attention to the issues including the development of African manufacturing industries, regional security in Africa, dissemination of China’s advanced experiences in agricultural development, poverty alleviation and ecological protection to Africa, expanding cultural exchanges and enhancing cultural identity.
