摘要
针对河北省农村人居环境污染严重、治理效果较差、资金投入不足等问题,基于社会资本视角,分析政府治理、企业治理、社会资本和治理效果之间的关系,探索人居环境治理的影响因素。设计调查问卷,选取河北省32个县区,64个村进行调研,采用SPSS和AMOS软件对调研数据进行分析和验证,构建农村人居环境治理结构方程模型。模型结果显示,政府治理、企业治理和社会资本对农村人居环境治理效果有正向影响,其中社会资本在农村人居环境治理过程中起到中介作用,且对治理效果的直接影响最大,政府治理、企业治理和社会资本三方共同参与、协同治理是实现共同治理效果的保障。
Aiming at the problems of serious pollution,poor governance and insufficient capital investment of rural residential environment in Hebei Province,this paper analyzes the relationship between government governance,enterprise governance,social capitaland governance effect from the perspective of social capital,and explores the influencing factors.The questionnaire was designed,with 32 counties(or districts)and 64 villages in Hebei Province selected for investigation.The SPSS and AMOS softwares were adopted to analyze and verify the survey data,and the structural equation model of rural residential environment governance was constructed.Government governance,enterprise governance and social capital had positive effects on the joint governance of rural people's living environment.Among them,social capital has the greatest impact on the effect of joint governance,followed by enterprise governance and government governance.However,these three factors are highly correlated,and the joint participation and collaborative governance of the three parties are the guarantee to achieve the effect of joint governance.
