摘要
为科学分析计算防洪效益,以1955~1980年水文数据、2007~2018年水利发展相关统计数据为基础,采用系列年法,构建基准年水文要素与洪灾淹没面积关系模型,通过定量与定性结合的实证分析,结果表明,防洪效益总体呈上升趋势,说明近年河南省防洪工程和防洪调度系统相结合的防御体系基本形成,为定量评估水利产出效益,测算水利科技进步贡献率提供理论依据,为提高洪灾防御能力,开展洪水预测、预报、预警等决策提供技术参考。
For scientific analysis and calculation of flood control benefit,based on hydrological data from 1955 to 1980 and relevant statistical data on water conservancy development from 2007 to 2018,the series year method is used to construct a model of the relationship between hydrological elements in the base year and flood inundation area,the quantitative and qualitative analysis shows that the flood control benefit are generally on the rise,indicating that the defense system combining the flood control projects and flood control dispatching system in Henan Province has basically taken shape in recent years.It provides a theoretical basis for quantitatively evaluating water conservancy output benefits and measuring the contribution rate of water conservancy science and technology progress,and provides technical reference for improving flood defense capabilities,making decisions on flood prediction,forecasting,and early warning.
