摘要
通过对营商政务环境政策的进一步研究,一方面可以促使地方政府减少对市场和企业的行政性干预,为市场主体松绑减负,为创新创业清障搭台,为公平竞争保驾护航;另一方面能规范政商关系,约束政府及其工作人员的行为,保持清正干净的政商关系,使政府官员能设身处地地在服务中积极表现为企业做好服务,以企业所需为首要出发点。因此,通过梳理黑龙江省营商政务环境政策改革和发展的演进概况,围绕着政务审批政策、政务服务政策和政务公开政策三个维度来分析黑龙江省营商政务环境政策中存在的问题,提出适合黑龙江省省情、规范黑龙江省营商政务环境政策发展的可行性对策,为黑龙江省营商政务环境的优化探究有效路径,促进黑龙江省的经济发展。
In this paper,through the further study of the business government environment policy,on the one hand,it can force the local government to reduce the administrative intervention of the market and enterprises,to loosen the constraints of the market entities,to clear the obstacle for innovation and entrepreneurship,and to escort fair competition;on the other hand,it can regulate the relationship between government and business,constrain the behavior of the government and its staff,and maintain a clean and clean relationship between government and business,so that government officials can actively serve enterprises in their own places and take the needs of enterprises as the primary starting point.In this paper,by analyzing the evolution of business government reform and development of environmental policy in Heilongjiang Province,around the administrative examination and approval policy,government affairs service and government affairs public policy three dimensions to analyze the problems existing in the Heilongjiang Province business affairs environment policy,put forward suitable for the situation of Heilongjiang Province,standardize business affairs in Heilongjiang Province in the development of environmental policy feasibility countermeasure,for optimization of Heilongjiang Province business affairs environment to explore the effective path to promote the economic development of Heilongjiang Province.
