政策疏离感及其对公务员政策执行意愿的影响 被引量:3

Policy Alienation and Its Impact on Civil Servants' Policy Implementation Willingness

摘要 国际学术界关于政策疏离感的研究很多,但缺少针对发展中国家的研究。本文从中国"干部制组织"背景出发,考察政策疏离感(代表说服机制)是否比激励(代表交易机制)和压力(代表权威机制)对公务员的执行意愿影响更大。以政务公开政策执行为例的实证研究表明,我国公务员对政策疏离感的感知与西方存在较大差异;且相较于晋升激励和压力,政策疏离感对政策执行意愿的影响最大。因此,在"干部制组织"背景下,"使官僚动起来"的最有效办法是降低其政策疏离感。 Although there has been a lot of research on policy alienation,few was conducted in developing countries. Since Chinese governments are seen as'cadre organization'which is different from classical public administration model and are marked by high commitment to a specific policy doctrine,this paper argues that the influence of policy alienation on policy implementation willingness of civil servants should be greater than other incentive factors in China. The results of empirical study show that Chinese civil servants’ perception of policy alienation is quite different from that of western civil servants; and policy alienation (persuasion mechanism) has greater impact on the implementation willingness of civil servants than the other two incentive factors which are most commonly used in Chinese governments: promotion (transaction mechanism) and pressure (authority mechanism). Therefore,in China,an effective way of 'bringing bureaucracy into action'is to reduce the policy alienation of civil servants.
