摘要
运用文献资料法、案例分析法、逻辑分析法,系统梳理了枢纽型体育社会组织的改革初衷与现实困境,并提出其消解路径。研究认为:将体育总会建成枢纽型体育社会组织蕴含着体育行政部门应对渐进式改革路径约束、破解体制存量、重塑政社关系、促进体育社会组织能力建设等多重逻辑。受体育总会与体育行政部门组织互嵌、机构职能虚化、运作行政化等因素影响,改革实践暴露出组织属性矛盾与资质存疑、行政导向的行动取向与运作策略偏差、监管制度缺失与运行失范、制度与资源垄断诱导组织扩张、挤压体育社会组织生存发展空间等诸多困境。研究建议:深化枢纽型体育社会组织改革,应明确其社会组织属性;确立内联整合、桥梁纽带、培育孵化、指导服务的职能定位;机构、职能、人员、资源多渠道推进体育总会脱钩;以实施"放管服"改革,健全管理制度、规范运行机制、提升组织能力,自下而上分层分步推进。
Using the methods of documentation,case study and logical analysis,this study systematically sorts out the original intention of reforming the pivotal sports social organization and the realistic dilemmas,and proposes the approach to resolution.The study concludes that the building of sports federations into pivotal sports social organizations contains multiple logics such as the sports administrative departments responding to the constraints of the progressive reform path,cracking the institutional stock,reshaping the relationship between government and society,and promoting the capacity building of sports social organizations.Influenced by such factors as inter-embedding of sports federations and sports administrative department,vagueness of institutional functions,and the administrativeization of operations,the reform reveals many dilemmas such as contradictory organizational attributes and doubtful qualifications,administrative-oriented action preferences and operating strategies deviation,lack of regulatory systems and operational malfunctions,institutional and resource monopolies inducing organizational expansion,and squeezing the space for survival and development of sports social organizations.The study suggests that deepening the reform on pivotal sports social organizations requires clarifying the attributes of social organizations;the functional positioning of internal integration,bridging,incubation and guidance services shall be established;the decoupling of sports federations shall be promoted through multiple channels in terms of institutions,functions,personnel and resources;the reform of government functions shall be implemented to improve the management system,standardize the operating mechanism and enhance the organizations’ capability,and promote the reform in a bottom-up manner progressively.
