摘要
新冠疫情传播的全球性和长期性特征,对全球数字贸易发展产生了重要影响。一方面,新冠疫情全球大流行加速了全球数字基础设施投资的增长,激发了数字经济行业的创业精神,激励了数字金融服务的创新,扩大了数字技术与产业的融合,促进了全球数字贸易的发展;另一方面,新冠疫情全球大流行也加剧了全球数字贸易的结构失衡,引发了对全球数字贸易规则构建的新实践,增强了世界各国对数字贸易发展共同准则、治理协调平台及数字贸易税务协调规则制定权的争夺。为了更好地把握新冠疫情全球大流行给全球数字贸易发展带来的新机遇,我国应加大数字经济基础设施投资;推动数字技术与产业的融合;完善数字贸易的法律体系;参与全球数字贸易规则的谈判,提出构建全球数字贸易规则的中国主张。
The global and long-term characteristics of the spread of the COVID-19 pandemic have an important impact on the development of global digital trade.On the one hand,the pandemic has accelerated the growth of global digital infrastructure investment,stimulated the entrepreneurship of the digital economy industry,increased the innovation of digital financial services,expanded the integration of digital technology and industry,and promoted the development of global digital trade.On the other hand,the pandemic has also exacerbated the structural imbalance of global digital trade,triggered a new practice in the construction of global digital trade rules,and enhanced the competition among countries for the common standards of digital trade development,governance coordination platform and the right to formulate tax coordination rules for digital transactions.In order to make better use of the new opportunities brought by the pandemic to the development of global digital trade,China should increase the investment in digital economic infrastructure,promote the integration of digital technology and industry,improve the legal system of digital trade,participate in the negotiation of global digital trade rules,and put forward China's proposition of building global digital trade rules.
