摘要
京津冀地区是我国大气污染最为严重的区域,也是最早开展大气污染联防联控工作的区域。京津冀地区产业结构和能源消费结构不合理,导致污染物的超强度排放是该区域大气污染的根本原因,而独特的地理环境加剧了大气防治的复杂性,联防联控是京津冀大气污染防治的必然趋势。京津冀大气污染防治需从转变经济增长方式、完善区域联防联控利益补偿机制、打造京津冀区域风道等多个维度加强区域大气协同治理。
The Beijing-Tianjin-Hebei region is the most seevriouserely polluted area of air pollution in China,and it is also the earliest area to carry out the joint prevention and control of air pollution.The unreasonable industrial structure and energy consumption structure in Beijing-Tianjin-Hebei region lead to the excessive emission of pollutants,which is the fundamental cause of air pollution in this region.The unique geographical environment aggravates the complexity of air prevention and control.Joint prevention and control is the inevitable trend of air pollution prevention and control in Beijing-Tianjin-Hebei region.It is necessary to change the mode of economic growth,improve the benefit compensation mechanism of regional joint prevention and control,and build urban air corridors in Beijing-Tianjin-Hebei region to strengthen regional coordination of air pollution control.
