摘要
实施评估是中医药国际标准制定与修订过程的重要环节,其评估结果不仅关系到中医药国际标准的推广应用,更关系到我国在中医药国际标准制定中的话语权。目前中医药国际标准实施评估机制尚未建立,评估工作还缺乏科学有效的方法。为此在评估的原则、指标、方法、过程、模式等方面提出实施评估机制的要素组成,并对评估工作的难点进行分析,初步构建较为完备的评估机制,为确保实施评估工作符合中医药技术和国际标准化的特点和发展规律提供技术路径。
The implementation evaluation is an important part of the management system of developing and modi-fying the international standards on traditional Chinese medicine(TCM).Effectiveness evaluation measures how the TCM international standards have been implemented,and the results may impact our country's role in the development process of TCM international standards.Currently,the implementation evaluation mechanism of TCM international standards has not been established,and the evaluation work lacks guidance of scientific and effective methodology.To address the characteristics of TCM and to follow the laws of international standardization,this paper analyzed the difficulty of evaluation works,and introduced the implementation evaluation mechanism of TCM international standards from the aspects of principles,indicators,methods,procedure and patterns.
