我国乳业高质量发展的协同治理创新研究——基于演化视角 被引量:7

摘要 1958年的《乳制品质量标准及检验方法》是我国出台最早的乳业安全规制措施,而真正具备乳业安全规制的基础法律是1982年的《食品卫生法(试行)》。2009年《食品安全法》的颁布取代了《食品卫生法》,标志着我国食品安全规制经历了由卫生管理向安全监管、再向现代化治理的深刻转变。这一制度演化也映射在乳业安全领域。目前我国乳业安全范畴已经包含乳品质量安全、产业安全、公共安全在内的3个层面,这一演化结果促使乳业安全规制要实现多主体、多客体、多手段的协同治理创新。在对乳业安全规制的演化机理从主体、客体、手段三方面进行全面分析的基础上,构建了演化视角下乳业高质量发展的协同治理框架,并从主体、客体、手段3个方面提出了促进我国乳业高质量发展的协同治理创新的具体建议。 The "Dairy Product Quality Standards and Inspection Methods" of 1958 was the earliest dairy safety regulation in China, and the basic law that truly has dairy safety regulations is the "Food Hygiene Law(Trial)" of 1982. The promulgation of the "Food Safety Law" in 2009 replaced the "Food Sanitation Law", marking that China’s food safety regulations have undergone a profound transformation from health management to safety supervision and then to modern governance. This institutional evolution is also mapped in the field of dairy safety. At present, China’s dairy industry safety category has three levels including milk quality safety, industrial safety, and public safety. This evolutionary result has prompted the dairy industry safety regulation to achieve multi—subject, multi—object, multi—method collaborative governance innovation. Based on a comprehensive analysis of the evolution mechanism of dairy safety regulation from three aspects: subject, object, and means, a collaborative governance framework for high—quality development of the dairy industry in the perspective of evolution is constructed, and promotion is proposed from three aspects: subject, object, and means Specific suggestions on collaborative governance innovation for high—quality development of China’s dairy industry.
