摘要
多年来,中国政府致力于保障能源安全,但是能源安全状况并没有明显好转,中国政府领导层的相关担心非但没有缓解,反而加重。中国能源安全困局最重要的国内成因在于制度层次和思想层次,陈旧落后的能源制度和思想造就了相对封闭、低效的能源体系。中国摆脱能源安全困局的根本之道是认真贯彻实施"四个革命、一个合作"战略,扎实推进能源思想革命,建设开放、包容、高效、主动进取的能源体系,打破政策黑箱,调动国内外一切可利用的力量参与到我国的能源经济建设、能源安全保障中来。
Chinese government has devoted to safeguard its energy security in previously many years. But the improvement of its energy security situation has not been obvious. And Chinese leadership’s related worries have been aggravated instead of lessened.The dilemmas of China’s energy security have deep system and thinking roots. Antiquated energy systems and thoughts have shaped relatively close and inefficient energy system. The fundamental solutions are to seriously carry out the "Four revolutions and one cooperation" strategy and effectively put forward energy thoughts revolution. To construct open, tolerant, efficient and active energy system, to break energy black boxes, and to mobilize any usable domestic and abroad forces and let them participate in China’s energy economy buildup and energy security guarantee are urgently needed.
