Challenges and Suggestions for China′s Energy Transition

摘要 为应对全球气候变化,世界上已有很多国家设定了各自的碳中和目标。作为负责任大国,中国也向世界宣示了2030年前实现碳达峰、2060年前实现碳中和的国家目标。实现碳达峰和碳中和目标并非易事,中国必须走绿色发展的能源转型之路。碳中和下的中国能源转型可设定近期、中期和远期三个阶段性目标,近期目标即为在2030年前实现碳达峰,中期目标即为在2030~2045年间完成大幅度的碳减排量,远期目标为2045~2060年间实现深度脱碳,完成碳中和目标。中国在实现能源转型过程中面临着碳中和过渡时间短、任务重,产业转型和技术升级难度大,地区发展差异明显等现实挑战。实现碳中和,就需要大幅降低能源消费总量,降低化石能源占比,增加森林碳汇,最大限度地实现碳排放量与碳汇量之间的平衡。要在理念层面引导能源行业进行低碳转型,在技术层面实现减排技术的创新与突破,并在实现国内能源转型的同时,积极为后疫情时代全球能源的绿色转型贡献中国智慧与中国方案。 To combat global climate change,many countries have set their own carbon neutrality targets.As a responsible country,China has announced to the world its national goal of achieving carbon peaking by 2030and carbon neutrality by 2060.It is not easy to achieve carbon peaking and carbon neutrality,and China must take the road of energy transition with green development.Three phased goals can be set for China ′ s energy transition under carbon neutrality.The short-term goal is to achieve carbon peaking by 2030,the medium-term goal is to achieve significant carbon emission reduction between 2030 and 2045,and the long-term goal is to achieve deep decarbonization and carbon neutrality between 2045 and 2060.During energy transition,China is faced with some practical challenges such as short transition time and heavy task for carbon neutrality,great difficulties in industrial transformation and technological upgrading,and obvious regional development differences.To achieve carbon neutrality,we need to significantly reduce the total energy consumption,reduce the proportion of fossil energy,increase forest carbon sinks,and maximize the balance between carbon emissions and carbon sinks.We should guide the low-carbon transition of energy industry at the conceptual level,realize the innovation and breakthrough in emission reduction technologies at the technical level,and actively contribute Chinese wisdom and Chinese solutions to the green transition of global energy in the post-epidemic era while achieving domestic energy transition.
